You got the general idea about stretch marks and cellulite right but losing weight doesn't get rid of them. In fact one of the only treatments is laser surgery and even that is not guaranteed to get rid them only lighten the appearance.
References :
Cellulite is fatty tissue under the skin that looks dimpled from the outside. Some people can have cellulite in certain areas that they have trouble getting rid of (saddle bags). I have seen skinny people with cellulite on their bottoms.

Stretch marks happen when the skin stretches without enough oil and moisture to lubricate the skin. (think of bread dough. When you pull it far enough it gets breaks in it.) Most stretch marks come with pregnancy and rapid weight gain.

Cellulite can be removed cosmetically and by losing weight, however stretch marks are a little more tricky. You can use Retin A to lighten the stretch marks but the small ridges usually don't go away.
References :
Cellulite is the dimply looking skin...yes. But it doesn't necessarily have to look dimply for it to be considered cellulite. It's a fat build-up I believe...you can find products from Clarins that are supposed to help elminate the look of them. Often products that have caffeine in them, as it stimulates the area...sadly enough though, there has been nothing that honestly proven to eliminate them. Exercise to avoid them.

Stretchmarks are the stripes. Yup, they can be pink, or white. You can prevent them at the early stages if they're still pink but many women will get them when their skin stretches at a rate faster than it is meant to. For instance, when pregnant, your skin stretches to accomodate the baby...the rate at which it is stretching is fairly quick, and your skin may not be that pliable and well moisturized. (keep in mind that some women are predisposed to these types of stretch marks...look at your mom for an idea..)
Of course pregnancy isn't the only way to get stretch marks...but to make a long story short, it's because your body is stretching..and no, it's not limited to just "fat people".
