Trying to tone up! please help?

Hi! I am 22 years old, 5′4 and weight 135 pounds. I am bottom heavy, with my thighs being the problem area. I have recently lost 15 pounds and my skin is very worn out, flabby and with cellulite. So I am working out at least 3 times a week and using a creme to tighten my skin. I would like to know what I have to eat or do to build muscle without putting on weight ( I still want to lose more weight 5 to 8 pounds) What should I do? I would love to see my leg muscles defined and hopefully that will improve the appearance of my legs and skin. Thankssssss!!!
FOOD THAT ACTIVATES FAT BURNING HORMONES:

2009 Sep 28 2try doing crunches, weight lifting and squats! you can do walks or runs for 30 minutes.
